DAVAO CITY, 12 April — The Civil Service Commission (CSC) says it is for a proposal seeking to grant government employees the right to strike to protest on unfair labor practices but not on wages.
CSC Chairwoman Karina Constantino-David said here on Monday that the Commission is asking Congress to amend the Civil Service Code to grant civil servants that right.
Under the proposal, all accredited employee organizations established within a department in any government agency would be covered.
David said the proposal allows for strikes only against unfair labor practices, mismanagement abuse and corruption. “The basic thing is that we have clarified the rules especially with regard to the issue of concerted and collective action,” she said.
If they a union of government employees agree to go on strike in a vote, they have a 30-day cooling off period, after which the CSC will exercise the power to call for a return to work.
“What is important is the right rather than the abuse because the bottom line here is no disruption in government service,” she said.
David was in Davao City to launch the 2002 search for outstanding public officials and employees.
