The youth attacked the victim when he was asked to leave the women's section of the festival at the corniche.
The wounded man is currently being treated in the emergency ward at Yanbu General Hospital. A medical report said the man was injured on his left side and his condition was stable.
Sources said Haia members found the youth harassing girls in an area set apart for women.
When they told him to leave he refused and stabbed the official before fleeing.
Police arrested the youth later and investigations are under way. The source added that another Haia member was attacked at the same festival last year.
