The Committee Against Torture says it has received credible reports of the routine use of torture and ill-treatment in the three countries.
It notes terror suspects allegedly being tortured in Yemeni prisons and reports about secret prisons in Syria where inmates are allegedly being held incommunicado.
The committee, which is made up of 10 independent legal experts, says the three countries must prosecute those responsible for torture.
It made the statement Friday after a three-week meeting examining the records of nations that have ratified an international treaty banning the use of torture.
