The duo appealed the suspensions hoping to join the Pakistan team in the United Arab Emirates for the ongoing series against South Africa, which resumed Sunday with the second one-day international in Abu Dhabi.
The team has lost all its matches in the absence of Butt, Amir and Mohammad Asif, who is not challenging his suspension because he is banned from entering the United Arab Emirates due to a previous offense. If the suspensions were lifted, all three could have resumed playing immediately and the team had said they would be welcomed into the lineup.
The ICC suspended the trio after a British tabloid sting alleged money was paid for bowling no-balls at prearranged times in a test against England to fix spot betting markets.
“I've decided to dismiss the applications with a consequence that the provisional suspensions imposed on Mr. Butt, Mr. Aamir and Mr. Mohammad Asif, who chose not to challenge his provisional suspension before me, remain in place,” said Michael Beloff, chief of the ICC's code of conduct commission, who oversaw the two-day hearing. “All three players accordingly are still for the time being unable to participate in cricketing activities.” The ICC has said the suspensions will last until the investigation into the fixing allegations is complete. The body did not provide an estimate of how long the investigation would take, saying only that it is ongoing.
Butt's lawyer Aftab Gul described the hearing as “fair” but said he was “disappointed” with the outcome.
