In an interview to Arab News, Malik said the group had offered talks but, "We insisted that they lay down arms and surrender before negotiations could take place."
He did not name the group that had approached the government for talks saying it was a sensitive issue.
Malik said though the group leaders were willing to talk, they did not shun terrorism. "They have become desperate as is evident from their acts. They will have to surrender their arms and become law-abiding citizens if they want to live in society.
On a question concerning former President Pervez Musharraf's involvement in Benazir' assassination case, Malik said he had to see the questionnaire prepared by the FIA before it is sent to Musharraf. He said the questionnaire will be sent with the approval of the government.
Asked whether the government was weighing amnesty for the Taleban, Malik answered in the negative.
