The settlement covers labor
cards and work mission cards which expire before the end of the year. The
employer can pay a maximum of AED5,000 against all duration before Saturday
with a maximum AED1,000 for failing to issue or renew these cards which were overdue
from Dec. 31, 2005, or AED4,000 for not issuing or renewing labor cards or work
mission cards which were overdue from Jan. 1, 2006, Dec. 31 Dec. 2010.
As of the beginning of the
year, the fine for not issuing or renewing the labor card will be AED1,000 per
month. Failing to issue or renew work mission card will entail a fine of AED100
per day.
Labor Minister Saqr Gobash
said the new resolution aims at encouraging employers to clear their
accumulated fines.
''An employer who could have
paid AED50,000 for not issuing a labor card for his employee for ten years,
will only pay less than AED5,000 in the new system," the minister
clarified.
Meanwhile, the Labor Ministry also said that expatriate
workers who have received a six-month ban on leaving their jobs recently will
be able to obtain new work permits from Jan. 1, if they have completed two
years with their former employers.
Humaid Bin Deemas, acting
director-general at the ministry, said these workers will be issued new work
permits from January even if they have not served the full six-month ban, Bin
Deemas said.
“Following
the implementation of the new rules by the Ministry of Labor, expatriate
workers who have completed two years with their employers can change jobs
without serving the ban," he added.
