The Partnyor, with about a dozen Russian crew aboard, was last heard from Friday near Sakhalin Island. A search by air, sea and land turned up no trace of the ship. Federal fisheries agency chief Andrei Krainy told Russian news agencies Monday that the Partnyor may have sunk in stormy seas. The ship's SOS message said it was sinking and that the only life raft was not opening properly. But another possibility, Krainy said, was that the Cambodia-flagged vessel may have fled the region. The ship, then called the Glen Grant, had been seized by the Russian coast guard in August after it was caught poaching in Russian waters and was returned to its owners only in October after they put up security, Krainy said.
