Abu Moghli told Voice of Palestine Radio that the woman, who was in Ramallah on Wednesday for unknown reasons, came to the medical complex suffering from abdominal pain. After being examined, it turned out she was in labor.
The minister said that the baby was born prematurely weighing 5.1 pounds (2.3 kg) and placed in an intensive care incubator unit.
He added that the woman refused to be transferred by ambulance to an Israeli hospital "and insisted on staying and delivering the baby in the hospital."
Abu Moghli said that the Palestinian Authority (PA) was notified of the baby's birth and it was requested that she be transferred to Israel, but the mother reportedly declined.
The minister said that Palestinian President Mahmoud Abbas sent a bouquet of roses to the woman, who said she was happy with the care from the Palestinian staff. Moghli said that the PA covered her medical expenses.
Palestinian sources said that the woman, a former Haifa resident who moved to the Arab town of Sakhnin after marrying a Palestinian man, went into labor while shopping in central Ramallah.
The sources quoted the mother as saying that she hopes that her child would be awarded Palestinian citizenship.
