13 Somalis die in mortar attacks in capital

Tuesday’s fighting follows several weeks of intense clashes between the UN-backed government and insurgents.
African Union peacekeeping troops supporting the government have expanded their area of control into several neighborhoods previously held by militants.
The AU said in a statement Tuesday it had arrested three soldiers accused of wounding civilians through reckless shooting. A board of inquiry recommended they face a military court in Uganda.
Somalia has not had a functioning government for more than 20 years.
