The sentence was given by the Lahore High Court and the verdict was subsequently upheld by the Supreme Court in March, 1979 in a split verdict.
The president signed the reference in the presence of Law Minister Babar Awan and Sindh Home Minister Zulfikar Mirza.
Presidential spokesman Farhatullah Babar said the reference will now be sent to the Supreme Court by the Law Ministry. Earlier this week, the federal Cabinet had authorized the president to send a reference to the apex court.
Babar said the PPP never wanted revenge, but it seeks to put right a historic wrong.
A former judge of the Supreme Court bench that upheld the sentence had later acknowledged that the split verdict was given under pressure.
