The drivers and the police officer were to be questioned by military prosecutors later Wednesday.
Two train drivers were fired over suspicion they stole 75 liters (20 gallons) of diesel for illegal sale and stopped the train en route for the sale, giving the thieves a chance to board the train.
Romanian authorities found the four boxes containing 80 warheads in a well and a forest north of Bucharest, where it is believed the warheads were stolen on Saturday.
Authorities insisted the warheads were not dangerous because they were being transported to Bulgaria separately from the rockets.
