Col. Taha Salaheddin says the car, which was parked near the church in downtown Kirkuk, blew up early on Tuesday.
It heavily damaged the Syrian Catholic church, forcing it to close, and also damaged nearby houses.
Kirkuk police chief Maj. Gen. Jamal Tahir says priest Imad Yalda and three children were among the wounded.
Tahir also says security forces found and disabled a second car bomb near another parish, the Christian Anglican church.
The ethnically and religiously mixed city of Kirkuk is located 180 miles (290 kilometers) north of Baghdad. Sunni extremists often target Christians who are seen as unbelievers.
