The ministry made it obligatory for all shops selling and buying the equipment to issue official receipts including the data of the buyer or seller from his or her identity card.
The ministry said this was within the regulations to combat IT crimes.
Citing instructions issued earlier by the Ministry of Interior, the Commerce Ministry also said all equipment should be thoroughly examined before they are bought or sold to customers.
It asked the shops to inform the customers that the best method of deleting the contents of the secondhand computers was to destroy the hard disks completely, otherwise any deleted material might be restored using modern programs.
