In a report this week, the groups say people who were forced from their homes also continue to face significant security threats.
Some 1 million people fled during post-election violence earlier this year after former strongman Laurent Gbagbo refused to leave office following a November poll.
The groups say that some 500,000 people now have returned home. They say, however, that returnees also remain in need of humanitarian assistance and protection.
The report was published by Oxfam, CARE and the Danish Refugee Council, which are providing humanitarian services in the West African nation.
