Refugees from the Chinese-controlled Tibetan Autonomous Region are routinely detained by Nepalese police and usually handed over to the United Nations refugee agency. Many are passing through Nepal en route to India, where their spiritual leader, the Dalai Lama, lives in exile.
Thousands more Tibetan refugees have settled in Nepal.
