Dr. Abdul Aziz Al-Khudairi, undersecretary at the Makkah governorate, said the department managed to bring down the number of verdicts yet to be implemented from 30,229 to 1,650.
Al-Khudairi noted the department was constituted as part of the new organizational structure for the governorate in line with an order issued by Makkah Gov.. Prince Khaled Al-Faisal on Dec. 28, 2008. This followed an endorsement from Crown Prince Naif, deputy premier and minister of interior, he said.
Since then, the department has been scoring excellent performance results in its capacity as the executive arm of the governorate in ensuring a quick implementation of court verdicts.
To boost the department’s activities, Al-Khudairi said, the governorate is set to launch this year an ambitious plan to further expedite the procedures for implementing the remaining court verdicts that involve both public and private rights.
“The plan focuses on creating a mechanism, which is more effective in getting access to the convicts as well as preventing them from running away and thus complicating the implementation of verdicts,” he said, adding that the plan also aimed to ensure active participation of individuals as well as governmental and non-governmental organizations.
According to Al-Khudairi, district heads and village chiefs (Omda) as well as real estate offices have to play a vital role in this respect. “Omdas have to play a big role in monitoring the movement of convicts and bringing them before the department. Real estate offices have to furnish necessary documents to speed up procedures to implement verdicts,” he said.
Al-Khudairi said the department would rely on four elements when implementing the new plan. They include expediting implementation of verdicts, introducing online services, upgrading the level of transparency in all its working procedures, in addition to eliminating bottlenecks regarding the implementation of court verdicts.
He attributed the department’s excellent performance results to the support given by Prince Khaled.
“The governor identified a quick implementation of court verdicts as the major objective of the department. This emanates from his keenness to give top priority to this matter as something that affects the interests of the public,” he said, adding that the department is fully committed to putting this directive into action.
