Abalkhail was born in Onaizah in the Qassim Province in 1929. His primary education including the learning of the Holy Qur’an was at the local primary school, the first government school and built in 1937. Later, he moved with his father to Basra, in southern Iraq, and joined the famous Najat School in Zubair city.
Later, he returned to Onaizah and joined his primary school as a teacher. The school was renamed as Al-Aziziyah School and was run by its founder Salih bin Nasir Al-Salih and his brother Abdulmuhsin Al-Salih.
After completing his secondary education at the Saudi Institute in Makkah, Abalkhail won a scholarship to study at the Fuad University, which was later renamed as the Cairo University. He graduated from the university's Faculty Arts in 1952. Abalkhail joined the Kingdom’s Ministry of Foreign Affairs and served in its various sections for two years.
He assumed his first diplomatic assignment in Saudi Embassy in Cairo for three years followed by another three years in the Kingdom’s Embassy in Beirut. Later, he was appointed as Director General at the Ministry of Finance for nearly two years and then as the general manager of the Arabian Cement Company in Jeddah.
Abalkhail was appointed as minister of labor and social affairs in 1960 during the reign King Saud. He stayed in that post over the next 15 years. Under King Faisal, Abalkhail introduced new regulations governing labor and laborers and social insurance. It was during this time that the social insurance, social security agencies and youth welfare centers were setup.
During the reign of King Khaled, Abalkhail was appointed as ambassador to Cairo where Anwar Sadat was the president of Egypt at that time.
On his return, he was appointed as a member of the first session of the Shoura Council during the time of King Fahd.
He has three sons and three daughters.
