The city settled on a route and began an environmental review last month with hopes of opening in 2016.
The $110 million project would feature futuristic street cars running on historic paths, where the celebrated Red Cars ran until they gave way to freeways in the 1960s.
They would run down Broadway, the once-seedy street that is filling up with upscale eateries and hotels, then up Figueroa past the Staples Center and a proposed National Football League stadium.
City Councilman Jose Huizar says the line will link the key spots in the downtown renaissance and give a boost to areas still in need of revival.
