The Philippine Embassy welcomed Marshall Louis M. Alferez to Riyadh where he will serve as consul general.
“I welcome him as a valuable addition to the Philippine Embassy. He’s competent and his posting here will be a valuable experience for him as a Filipino diplomat,” Ambassador Ezzedin H. Tago told Arab News on Thursday.
He noted Alferez’s track record and believed it would serve him well in his job supervising the consular and assistance to nationals sections. He will also serve in other capacities at the embassy. Alferez started his government service as a technical assistant with the Office of the Press Secretary.
He said Alferez had earlier been posted at the Philippine Embassy in Bangkok as Third Secretary and Vice Consul and Alternate Representative to the UN Economic and Social Commission for Asia-Pacific. Subsequently, he was designated as Second Secretary and Consul and Alternate Representative to the UN Economic and Social Commission.
Tago said that Alferez joined the Department of Foreign Service in 1996 after passing the Foreign Service Officer (FSO) examinations in 1995.
“He served in various capacities at the DFA, as Principal Assistant at the Office of Intelligence and Security from November 1996 to April 1997,” the Filipino envoy said.
He said that Alferez also acted as Principal Asssistant for Political Cooperation at the Office of ASEAN Affairs where he assisted in the formualtion of Philippine positions, interventions and statements/speeches for President/Secretary of Foreign Affairs on regional and political-security issues.
Alferez had earlier been posted at the Philippine Embassy in Bangkok as Third Secretary and Vice Consul and Alternate Representative to the UN Economic and Social Commission for Asia-Pacific. Subsequently, he was designated as Second Secretary and Consul and Alternate Representative to the UN Economic and Social Commission for Asia-Pacific and eventually as First Secretary and Consul and alternate Permanent Representative to the UN Economic and Social Commission for Asia-Pacific.
From Bangkok, he went back to the DFA and reassigned at the Office of Asian and Pacific Affairs where he was designated as director that oversaw the bilateral relations between the Philippines and Cambodia, Lao PDR, Thailand, Timor-Leste, Japan, Republic of Korea and People’s Republic in Korea.
In 2009, he was assigned at the Philippine Embassy in London as First Secretary and Consul in charge of Political Section and eventually became Minister and Consul. He had received several awards and undergone numerous special trainings.
Alferez graduated with a Bachelor of Arts degree in Communication Research at the premier University of the Philippines in Diliman (UP-Diliman) in 1993.
