BRUSSELS, 17 May— Saudi Arabia has given $76 billion in foreign aid to developing and under-developed countries during the past 27 years, according to Dr. Yousuf Al-Saadoun, Foreign Ministry undersecretary for economic and cultural affairs. Addressing a UN meeting, he said the Kingdom had written off debts worth $6 billion of 11 developing countries.
