Abdul Aziz Sajeeni, director general of the Passports Department, said the decision stopping Saudis from performing Haj more than once in five years helped reduce the number of domestic pilgrims and improve security, health and traffic services during Haj. "The move also helped reduce negative phenomenon such as squatting on roads and below the bridges. He said officers would check pilgrims at entry points to ensure that they were carrying Haj permits.
