YANBU, 24 June 2003 — A father was surprised to discover, on renewing his daughter’s passport, that the 16-year-old had an outstanding traffic fine to her name. The traffic department insisted she pay the fine, incurred for driving with an expired license. Saudi women are forbidden to drive.
