TAIF, 28 July 2003 — Almost too young to walk, a one-year-old child has received a ticket for parking a car in a restricted area. The Riyadh ticket office issued the violation, which was only discovered when the child’s father — a Sudanese on the point of returning to Sudan — encountered a hold up in his exit process, Madinah said. He was made to pay the fine, even though his son is not eligible to drive for another 17 years and his father has never been to Riyadh. The alternative was to remain in Kingdom and negotiate with them.
