The state government issued orders to all its employees to report for duty and threatened disciplinary action if they took part in the shutdown.

Speaking to journalists Sunday evening, Chief Minister Ashok Chavan said the government would ensure that essential services remained unaffected during the shutdown.

Commenting on the house arrests of Sena, MNS and BJP leaders, opposition leaders said government action would not deter them from joining the shutdown.

Sanjay Raut, Shiv Sena Member of Parliament and editor of Sena mouthpiece Samna, criticized the government's move against the protests saying Sena activists were not scared of arrests and that the government's plan to petition the court would not work.

The Bharatiya Janata Party Mumbai unit President Gopal Shetty said party activists were prepared to face any situation and appealed to the people to participate in the shutdown.

The state government, in an advertisement carried by a leading newspaper, said all measures were in place to ensure that the situation remains normal.

It warned miscreants of stern action and said those resorting to violence will have to compensate for the damage caused to public and private properties.

Additional buses will ply from airport and main railway stations to Mumbai and its suburbs, the government said.

The state government has warned opposition parties to refrain from violence during the shutdown. For the first time policemen have been given video cameras to record incidents of violence. Police patrolling has been intensified in sensitive areas.

Meanwhile, private schools and colleges throughout the state have declared holiday on Monday. Mumbai taxi and autorickshaw unions have announced that taxis and autos would go off the roads in case of violence.
