The full bench of the top court had struck down the NRO declaring it unconstitutional.

Kamal Azfar and Law Secretary Masood Chishti had filed the petition on behalf of the government.

On Thursday, the top court admitted for hearing the petition challenging its verdict on the NRO.

The court had summoned Federal Law Minister Babar Awan to explain why the court’s verdict on the controversial NRO had not been implemented. Justice Shamsul Mulk, who headed the bench, while rejecting government’s petition said, “The NRO was struck down by a full bench comprising17 judges therefore this bench cannot hear any petition against the judgment.”

Cases against President Asif Ali Zardari and other leaders and bureaucrats were reopened after the scrapping of the NRO. During the last hearing of the case, the court had asked the law secretary to send a summary to Prime Minister Yousaf Raza Gilani seeking permission for requesting a Swiss court to reopen alleged money laundering cases against the president.

On Dec. 16, 2009, the Supreme Court had struck down the NRO declaring it unconstitutional.

According to the judgment, the NRO is contrary to the equality guaranteed by the 1973 Constitution of Pakistan. Similarly, all the cases, disposed of because of the controversial ordinance, now stand revived as of Oct. 5, 2007 position, said the judgment.
