Defying curfew restrictions, Naidu with eight Parliament and 30 legislative assembly members from Andhra Pradesh entered Nanded district. As they proceeded further into Dharmabad town, Naidu and others with him were arrested.

Naidu had earlier said that with the intention of getting more water from the Bhabli dam project, Maharashtra was carrying out illegal construction. He said he would visit Maharashtra to inspect the dam. In response, the Maharashtra government threatened to take action saying Naidu’s visit would create law and order problem and that the issue was in court.

To avert any untoward incident curfew was imposed on Nanded, which is situated on the Maharashtra-Andhra Pradesh border. But, Naidu, along with a group of legislators tried to march toward the disputed dam site in Dharmabad raising slogans against Maharashtra. To calm down the situation, police arrested Naidu and others with him.

Meanwhile, Bhaskarrao Patil, a member of Parliament from Dharmabad, alleged that Naidu during his seven-year tenure as Andhra Pradesh chief minister had not once opposed the dam project or visited the site. He asked why was Naidu now visiting the dam in Maharashtra?

Patil described it as a political stunt.

Maharashtra Home Minister R.R. Patil warned Naidu not to spoil the good relations existing between Maharashtra and Andhra Pradesh. He said he had ordered the police to arrest Naidu and his supporters if they entered Maharashtra in violation of curfew orders.
