According to the agreement, the University of Groningen will offer programs to improve the teaching skills of Hail University staff in the faculties of medicine and health sciences. The university will also train outstanding Saudi students in the Netherlands during vacations. 

The agreement stipulates that the two universities will jointly conduct research on special health issues pertaining to the Hail province. The agreement was signed by President of Hail University Ahmed Al-Saif and the president of the University of Groningen in the presence of Minister of Higher Education Khaled Al-Anqari.
