Cameron said in an address Tuesday to Kuwait's National Assembly that there is no single formula for ensuring greater popular participation in government.

But he said that freedom and the rule of law are the best guarantees of progress, and that each country should “find its own path to achieving peaceful change.”

Cameron spoke as protests calling for sweeping political reforms spread throughout the Mideast, including in Gulf monarchies Kuwait and nearby Bahrain.
