The three-member expert panel gave its report to Secretary-General Ban ki-Moon on Tuesday and he promised to make it public. The contents are unknown but Ban said a copy was given to the Sri Lankan government.

Sri Lanka’s Foreign Ministry says in a statement Wednesday the report is “based on patently biased material which is presented without any verification.” It didn’t give more details.

Activists have said abuses on both sides escalated at the war’s end and may have amounted to war crimes and crimes against humanity.
