A spokesman for the UN High Commissioner for Human Rights says “summary executions are not permissible in peacetime or in wartime.”
Rupert Colville told reporters in Geneva on Friday that capturing Qaddafi alive and handing him to the International Criminal Court that has issued a warrant for his arrest “is the best solution.”
Colville says the global body has been unable to verify casualty figures and reports of abuses by rebels and Qaddafi loyalists in Libya.
