Speaking to a group of citizens at his home on Sunday, he urged Saudis to treat expatriates nicely. "They will leave the country if we behave roughly and this should not happen," he said.

He emphasized the important role being played by the officials of the Commission for the Promotion of Virtue and Prevention of Vice and reminded them about their limits.

"Those are associated with monitoring agencies should know their work and powers. They are not allowed to enter homes of citizens and harass them and violate their freedom at markets and parks," the governor said.

"Nobody is allowed to enter the house of an individual for any purpose without completing the necessary legal procedures and they should obtain permission from relevant authorities," he said.

Prince Fahd continued: "Every citizen should know his rights and duties. Security officers and monitoring agency officials should also know their limits and rights in accordance with the law."
