Prosecutor Luis Moreno-Ocampo is due to retire next year at the end of a nine-year term that has seen him open investigations in seven countries — all of them in Africa — but not yet reach a conviction.

The shortlist presented Tuesday features Moreno-Ocampo’s deputy; Fatou Bensouda of Gambia, Andrew Cayley, a co-prosecutor at the Khmer Rouge tribunal in Cambodia who comes from Britain; Tanzania’s Chief Justice Mohamed Chande Othman; and Robert Petit, a counsel at the crimes against humanity and war crimes section of Canada’s Justice Department.
