The state-run developer Nakheel’s top official said on Wednesday that construction of the reefs could begin in a matter of months, likely using a combination of boulders and concrete structures.

Chairman Ali Rashid Lootah didn’t disclose how much the project would cost, but says it won’t be a “big financial burden.”

The company hopes the project will make fishing more viable off Dubai’s coast.

Nakheel completed a long-awaited financial restructuring in August following severe debt problems that helped plunge Dubai’s economy into crisis in late 2009.
