Background of the Most Wanted Terrorists: Part 3

RIYADH, 13 December 2003 — In coordination with the government and in an effort to rid the Kingdom of terrorists, Arab News is publishing some background information on the terror suspects. They are wanted by the authorities for their involvement in terrorist acts that have taken place in the country over the last eight months. Anyone — Saudi or non-Saudi — who has any information at all about any of the following individuals is asked to contact the Ministry of the Interior’s hotline: 990. The ministry is offering a reward of SR7 million to anyone who helps foil a terrorist attack or plot, SR5 million to anyone who supplies information about a terrorist cell and SR1 million to anyone who reports a wanted terrorist.

Faisal Al-Dakheel

Full name: Faisal ibn Abdul Rahman Al-Dakheel

Nationality: Saudi

Age: unknown

Background: Faisal was part of Al-Qaeda cell plotting major attacks in the Kingdom. On May 7, police in Riyadh raided the cell’s hideout in the Ashbelya district and engaged members in a shootout. They found a large cache of weapons which included 337 kg of explosives and 55 hand grenades. Later Al-Dakheel was included in the first list of 19 wanted terror suspects.

Rakan Al-Saikhan

Full name: Rakan ibn Mohsen Al-Saikhan

Nationality: Saudi

Age: 25

Background: Rakan is a former resident of the Al-Rabwa district in Riyadh. After grduating from high school in Riyadh he enrolled in King Saud University. His family says that he deserted them and they have not seen him for the past year and a half.

Ahmed Al-Fadhli

Full name: Ahmed ibn Abdul Rahman Al-Fadhli

Nationality: Saudi

Age: unknown

Background: Ahmed lived with his parents and 14 siblings in Makkah’s Al-Sharieh district. His father has two wives. After graduating from Abdul Malik ibn Marwan intermediate school, he enrolled in the Takhasussi Training City in Makkah, where he graduated with the rank of private first class. He then joined the Jeddah police. He visited Afghanistan many times and is said to have held “extreme” opinions. His father says his son started growing his beard last year but he did not otherwise notice any change in his behavior.

The last time Abdul Rahman saw him was a week before Ramadan when Ahmed told him that he might be fired because of his frequent absence from work. Ahmed then disappeared and left a letter saying he would go to Iraq and fight there seeking martyrdom, and Abdul Rahman reported his disappearance to the authorities. Ahmed was married and deserted his wife and children.

Talal Anbari

Full name: Talal ibn Anbar Ahmed Anbari

Nationality: Saudi

Age: 27

Background: Talal comes from Taif and left school after the 9th grade. Several of his teachers in intermediate school describe him as an average student. He deserted his family several months ago and he has not been seen since.

Khaled Haj

Full name: Khaled Ali ibn Ali Haj

Nationality: Yemeni

Age: unknown

Background: Khaled was part of an Al-Qaeda cell plotting major attacks in the Kingdom and was also on the original list of 19 suspects released before the May 12 Riyadh bombings. He trained in Al-Qaeda camps in Afghanistan in 1997, where he also worked closely with Osama Bin Laden. Before the Sept. 11 attacks in New York and Washington, he several times visited Saudi Arabia and a number of countries in Southeast Asia.
