1) Occupy a peaceful nation. Hint: Make sure it is a nation that has no army and cannot defend itself.
2) Practice ethnic cleansing. You need all the land you can get to use for settling your own race. Hint: Scare the living daylights out of the natives by committing a massacre on the scale of which they never imagined (Dier Yaseen).
3) Ignore all United Nations resolutions condemning you.
4) Appoint leaders who were listed as terrorists (Begin, Rabin and Sharon).
5) Destabilize all the countries around you. Use whatever means at your disposal. Hint: The ends justify the means.
6) Ensure that the world sees you as the victim even if you have to attack your allies to insure this (The USN intelligence ship Liberty).
7) Kill some prisoners of war (Egyptian prisoners during the six-day war of 1967).
8) Assassinate any person you suspect of plotting against your country. Hint: No need for solid evidence. Whenever possible stick the blame on someone else.
9) Invade your neighbors (Lebanon). Hint: You are now the strongest military nation in the region, so flex your muscles.
10) Time to commit another massacre (Sabra and Shatila).
11) Act as if you are interested in a peace settlement. Hint: Prolong negotiations till doomsday.
12) Refuse any international peace keeping forces.
13) Refuse any international observers.
14) Humiliate and deprive the people under occupation of all their human rights. Push them into acts of reprisals.
15) Now commit your atrocities under the guise of self defense.
16) Remember that every 20 years or so you need to commit a massacre to remind the “terrorist” of how ruthless you are (Jenin).
17) Oh! One final issue, do not allow any reporters to witness the atrocities you committed.
