JEDDAH, 24 October — Custodian of the Two Holy Mosques King Fahd has promoted Lt. Gen. Mahmoud ibn Mohammed ibn Ali Bakhsh, director of general investigations, to the rank of general, the Royal Court said yesterday. The king issued a decree promoting Bakhsh on the recommendations of Crown Prince Abdullah, deputy premier and commander of the National Guard, and Interior Minister Prince Naif.
