RIYADH, 6 November — The Saudi Engineering Committee, an affiliate of the Council of Saudi Chambers of Commerce and Industry, has proposed that projects worth more than SR30 million should be subjected to value engineering studies to save costs and promote quality control.
“The regulations will be in place within two years,” Aziz Al-Yousefi, the committee’s secretary-general, said in his keynote address at a seminar on “Value engineering and performance management” held here recently.
Al-Yousefi, a value engineering expert and author of a book on the subject, cited the latest studies according to which every dollar spent on a value management (VM) study nets $10 in saving. The seminar was organized by the Indian Engineers Forum (IEF), a platform for non-resident Indian engineers. It seeks to promote cooperation and coordination among Saudi, other international and Indian engineering institutions.
Al-Yousefi disclosed that plans are afoot to transform the Saudi industrial committee into a full-fledged industrial council. The committee supervises the activities of some 1,500 engineering and consultative offices in the Kingdom.
Welcoming the keynote speaker, Nasir Husain Ansari, president of the forum, outlined the objectives of the seminar — the 11th in a series.
Describing it as a creative management tool, Ansari said value engineering “leads to cost and schedule performance improvements and equally safeguards the demanding aspect of quality and safety.”
