Visitors to villages and small towns will discover that the suffering and problems of those communities are not simply due to a lack of services or bureaucratic inefficiency in providing what is needed. The problems are often the result of bickering and internal disputes by the local population in the area.
Many of the problems are purely internal. Some individuals are bent on raising objections and seeking to frustrate, and ultimately thwart, any effort aimed at improving conditions in the communities.
If you ask the mayor, the municipality head, the members of the village council, the director of agriculture or any government administrator in those areas about the cause of the problems, you will get the same answer: Local troublemakers.
They are individuals who never tire of filing complaints, objecting to whatever is suggested or planned and moving from one office to another in an attempt to delay, block or derail any new project.
Occupying officials’ time with their complaints and petty disputes, they use their wealth and social influence to further their own goals. The result is the blocking by government of any effort to bring services to small communities in remote areas. Some people seem unable to survive without making trouble — they begin at home and finish with local officials and administrators. They seem unaware that such behavior makes people dislike them and wish they would move away.
There are various reasons for their behavior. Some people love being in the limelight and want others to think of them as important just because they happen to have wealth and social influence. They oppose merely for the sake of opposition. If a project is being planned or even if work has already begun on it, they will launch an opposition campaign, filing complaints and vowing that the project will never see the light of day. Their real intention is to have people believe they are using their influence to block a project.
Instead of using their wealth and influence to help develop their local communities, they work to block economic and social progress. Although they are known to every one as bullies, no one challenges them. No one comes forward to tell them face to face that enough is enough.
