JEDDAH, 3 November 2005 — Lt. Gen. Hamad ibn Muhammad Al-Ouhali, commander of the royal guards, has been promoted to the rank of general, the Saudi Press Agency reported quoting a royal decree issued by Custodian of the Two Holy Mosques King Abdullah.
