NEW YORK: A federal appeals court on Thursday ruled Saudi Arabia could not be held liable for the Sept. 11 attacks despite charitable donations that ended up in the hands of Al-Qaeda. They upheld a 2006 decision by a lower court and ruled inadmissible a lawsuit brought by families of 9/11 vicitims.
