A communist insurgency ended in 2006, but political instability has continued. Political groups regularly protest with strikes that stop transportation and shut markets and schools. Prime Minister Madhav Kumar Nepal formally announced the tourism campaign Friday after leaders of the 16 major political parties signed pledges not to call strikes during the entire year. Nepal plans to bring in 1 million tourists next year. Hundreds of thousands of tourists visit annually to trek in the Himalayas and visit Buddhist and Hindu shrines.
