The signatories said in a public statement that Mohannad Salahat was arrested on arrival at the Karama border crossing, while he was leaving Jordan for the West Bank to visit his family. He was transported in an armored vehicle to the headquarters of Central Investigation of the Palestinian Intelligence Service in the city of Jericho, and was released only on April 11.

Salahat is the representative of the Palestinian Human Rights Foundation (Monitor) in Jordan, which is a Palestinian organization for Human rights headquartered in Lebanon.

He was accused of acting on behalf of other Arab countries like Syria and Qatar against the financing of Palestinian institutions and of planning campaigns against the financing of Palestinian institutions.

Salahat underwent long questioning by four different officers, detained incommunicado, and all his possessions including his laptop were confiscated and he was abused on purpose, the statement said.

The Palestinian officers forced him to open his e-mail.

According to the statement, the prison conditions were "extremely bad,” and no one was allowed to visit him during the arrest.

After his release, Salahat received a request to revisit the Palestinian intelligence headquarters on May 1 and he was threatened that he would be rearrested if he failed to show up at the given time and place. He was also prevented from leaving the West Bank.

When he responded to the request on May 1, Salahat was abducted by elements of the Palestinian intelligence agency in Nablus and was arrested for the third time to be transfered to an unknown location.

The statement added that Salahat is "still abducted illegally and without any charges." On May 5, the Monitor revealed that Salahat was being exposed to severe torture by the Palestinian intelligence in the West Bank in order to extract confessions from him. Monitor stated that a high-level officer in the intelligence service was involved in the abduction of Salahat and in forcing him to make statements to have his abduction justified.

Monitor also confirmed that the arrest of Salahat came on the basis of some articles he wrote criticizing the authority and the Palestinian split. He was appointed by Monitor to observe human rights violations in the West Bank and to send reports about those violations to Monitor.

The signatories called on Abbas and Fayad to intervene for the immediate release of Salahat and to ensure his safety. 

They urged the Palestinian government to urgently launch an investigation into the case of Salahat and arrest those involved in the abuses.
