When her father Mudakkar Al-Subaie went to the Civil Affairs Department to add her name, officials said he had defaulted his installment payment and owed SR3,000 to the car installment company and refused to add her name. This left Al-Subaie in a quandary as he had failed to pay because of financial difficulties. He had also given a written undertaking to the school authorities that he would pay off what he owed to the company when his condition improves. But all his efforts were of no avail. Fatima Mudakkar Al-Subaie was a victim of the regulations. She even had her father buy her a schoolbag and class textbooks in anticipation of her new journey. An official source at the department for girls education said the school could still admit the girl if her father presents them her birth certificate and vaccination certificate.

The father should give an undertaking that he would add her name to the family card before the end of the academic year.
