In his speech, Lieberman asserted that rather than pursuing a final resolution to the Israeli-Palestinian conflict, the negotiating parties ought to focus on a "long-term intermediate agreement," short of a peace accord, which "could take a few decades."

Lieberman also said that a pre-condition for resolving the Israeli-Palestinian conflict is addressing the challenge that Iran poses to the region and the world. Lieberman also asserted that "the guiding principle for a final status agreement must not be land-for-peace but rather, exchange of populated territory."

Commenting on Lieberman's speech, APN's President and CEO Debra DeLee said: "This speech is an outrage, not only because of the extremist views that it reflects — we are by now used to Lieberman's offensive policy positions — but because it is perceived as reflecting Israel's official policy.

“Lieberman is the only senior official representing Israel in this year's annual debate at the UN General Assembly. At this time, when President Barack Obama is trying to salvage the direct peace negotiations between Israel and the Palestinians, and when Israel is facing international isolation, it is troubling that a senior Israeli official sends a message to the family of nations that dismisses the very foundation of the current peace process."

DeLee said: "For the sake of the peace effort that he is now leading, President Obama must reiterate the terms of reference of this process and make sure that the negotiating parties adhere to them."
