Treasury said it intended to target the financial and support networks of Lashkar-e-Tayyiba, or LET, and Jaish-e-Mohammed, known as JEM, and will prohibit American citizens from dealing with the named persons and groups.

It cited Azam Cheema for helping train operatives for the November 2008 Mumbai attacks and for organizing July 2006 Mumbai train bombings carried out by LET. Treasury also identified Hafiz Abdul Rahman Makki, whom it described as head of LET’s political affairs department.

In addition, Treasury said it was designating Al Rehmat Trust for providing support for JEM. It also named JEM’s founder and leader, Mohammed Masood Azhar Alvi, for acting on behalf of JEM. Treasury said Al Rehmat was a front company that has been involved in fund raising for JEM. In a statement, Treasury’s under secretary for terrorism and financial intelligence, Stuart Levey, said that both LET and JEM had demonstrated that they were ready and willing to attack civilians and said taking action against them should help cripple their financial ability to operate.

In addition to banning US citizens from dealing with them, Treasury said that it will freeze any assets of LET and JEM that come within US jurisdiction.
