"The last round will take place in Damascus, then both parties will head to Egypt and sign the reconciliation agreement," Abu Shahla said, adding that if the meeting fails, "there will be no way to reach unity and there will be no more meetings."

Hamas leader Ismail Radwan said Fatah was not doing enough to reunify the rival parties.

"The problem is not only with Fatah, but with Hamas as well," he said, explaining that he believed the outstanding issue of security relations could be insurmountable.
