India’s National Human Rights Commission says the officers in the western beach resort state of Goa must pay $1,100 to Shelton Messier, who was dumped at a garbage disposal site on the outskirts of the state capital, Panaji, on a rainy night in June 2009.

Messier, who is paralyzed in one leg, was rescued by a lawyer who happened to be passing and heard his cries.

Later, Messier and the lawyer filed a complaint with the commission against the Goa police.

The NHRC has judicial powers to oversee any human right violation in India. Its order was made public on Saturday.
