Amos told reporters Wednesday that with ongoing fighting, the security situation remains difficult, but shipments can still get in for people living under the regime of Libyan leader Muammar Qaddafi and the rebels seeking to unseat him.

Amos says the United Nations has an agreement with EU and NATO forces that requires UN approval before military escorts are used.

She says that during a recent visit, Qaddafi’s government pledged to allow access to humanitarian workers.
