Prosecutors said Thursday that the men - four Indian nationals and one German - are charged with membership in a foreign terrorist organization. They also are charged with violating weapons laws. They are accused of belonging to the Khalistan Zindabad Force, a group active in India's Punjab region that demands a separate Sikh state.

Prosecutors allege that three of the men decided last July to shoot a Sikh religious leader, whom they didn't identify, at an event in Austria. But the alleged plot was thwarted by a heavy police presence.
