Amnesty International said late Monday that the disputed Himalayan region’s assembly should demand the state government set up an independent panel and provide resources to identify the bodies.

The single and mass graves located in three northern districts contain 2,156 unidentified bodies and 574 known to be those of local residents.

The revelation made in August by a state-run commission reversed years of Indian insistence that the bodies were those of foreign militants killed in fighting Indian forces for the region’s independence or merger with Pakistan.
